PRINCE2® has seven principles, and one of them is “focus on product”; i.e., instead of focusing on activities. Maybe you can take a look at this principle and the rationale behind it, and see how it applies to the process of creating a WBS. Also, while you’re doing that, maybe you can take a look at PRINCE2’s “product-based planning” technique as well.
